Rise in crime continues unabated as Govt plays musical chairs

THE FREQUENT reshuffling of police officers in Haryana has not given any dividend to the Haryana Government in maintaining law and order in the State.
In less than three years, Yamunanagar has had six Superintendents of Police. Mr Shiv Shakti Rao was the Superintendent of Police when the Bansi Lal Government took charge on May 11, 1996. Then Mr Khushi Ram assumed the charge. He had completed just over seven months in the district when the third SP, M. S. Malik, was posted.
After Mr Malik, Mr Ranbir Sharma was posted from Kurukshetra to Yamunanagar. Mr Sharma handled the situation during prohibition effectively, not succumbing to political pressures and trying to show better results. In mid-October in 1997, Mr Sheel Madhur was posted as the fifth SP.
And on March 18 this year the sixth SP of Yamunanagar, Mr K. K. Sindhu, took charge. He was earlier posted as SP, state vigilance bureau, Chandigarh. However, Mr Madhur has been posted as Commandant 1st Battalion Ambala City.
Despite frequent transfers of senior police officials, the law and order situation in Yamunanagar district has been deteriorating, building up panic among people.
Four of a family were murdered at Jagadhri on Sept. 2, 1998. After one week of this incident, on Sept. 10 a couple was hurt by their servant at Jagadhri. On Dec. 7, 1998, 18 persons including four cops were injured in a clash between employees of the Haryana Distillery and the police.
On Dec. 23 the same year, three persons, including a pregnant woman, were seriously injured when they were attacked by unidentified persons at Jagadhri and were looted of gold and cash .
However, in this case four policemen were suspended as they were on duty but did nothing in this regard when they were informed. One youth was murdered at village Sasoli, near here, and his dead body was found in the cattle fields. On Jan. 23 this year four cops misbehaved with a woman in a crowded area in Yamunanagar. On Feb. 22, two youths were pushed into River Yamuna by about a dozen persons. It is alleged that they were chased from the Sub-Divisional Magistrate’s court at Jagadhri to the river. The residents feel that the two boys’ lives could not be saved because the police did not care to stop the youth, over a stretch of five km.
On Feb. 24, advocate Gopal Vijay Kaushish was beaten mercilessly by encroachers in the presence of five cops and a panchayat officer. He died on March 2.
In another incident on March 2, on the occasion of Holi, a teen-aged girl was allegedly forced to commit suicide when she was provoked by youths. The same night a contractor of Yamunanagar council was injured by miscreants.
On the night of March 18, a confectionery shop owner was attacked by three youth. And on March 19, a dead body was recovered from Sector 15 HUDA bearing wounds from some sharp edged weapons.
