SP indicted for dereliction of duty

CHANDIGARH, Aug 18 — Strongly indicting Mr Anil Dawra, Superintendent of Police, Hisar, Mr Justice T H B Chalapati of the Punjab and Haryana High Court today directed the Haryana Government to take such action as required and consider placing him under suspension for dereliction of duty in not getting a case registered when a woman under trial was tortured by the police. The case will come up for hearing on August 21. The case of alleged rape and torture of Kailo Devi, a resident of a village under Jakhal police station in Hisar district came to light on a complaint made to Mr Amarjit Chaudhary who was on annual inspection. The complaint was that in February, 1995 the woman was raped and tortured brutally by SHO Azad Singh of Jakhal police station in connivance with some others. She was neither medically examined nor provided medical treatment. It was alleged that she was stripped naked and molested. A large number of persons collected outside the police station. Despite this no action was taken by the higher police authorities. Earlier an inquiry had been ordered into the incident by the Commissioner of Hisar Division. The Judge today observed that prima facie the record showed that the SP was also guilty of dereliction of duty.
