Candy Cane Frame with Muted Background
Right click on the image below and save to your computer

then open the image in PSP
open a new image 550 x 550 white background

Change your background color in the styles pallet to an off white, I used F0ECEC
go to image/add borders and add a symmetrical border of 20

Click on the Magic Wand and select the border portion

Highlight your Candy Cane image
Go to edit/copy
then highlight your bordered image and edit/paste into selections
this will fill your borders with the candy cane image

Image/effects/3D effects/inner bevel

click ok
click on the magic wand and select the white portion of your framed image / marching ants should be around it

go to selections/invert
then go to
Edit/copy
Edit/paste as new image
then file save and save as a .pfr format in your PSP frames folder
Now You can use this frame for any graphic You want to have framed with a Candy Cane border
Open the image You want framed, mine is reduced for the webpage

go to effects/frames and scroll to the candy cane frame You made

click next

Select either inside or outside of image, Your choice
here is my final result :)

Continue for the Muted Background
Highlight the Candy Cane image again
Go to the layer pallet and duplicate the layer

Go to image/Mirror
click back on the layer pallet and reduce the opacity to around 50%

go to Layers/merge all flatten
Go to Layers/new raster layer
Flood fill this layer with white
go to the layer pallet and reduce to around 50%
this should give You a muted effect

double click on your selection tool as use this setting

click ok
Go to Selections/convert to seamless
You will now have a 200 x 200 seamless tile
this can be used for stationery as it is seamless
or You can make a full background as follows
open a new graphic 1024 x 400 /transparent
(remember it's square so it will be seamless at 400 px high
Now flood fill your 1024 image with the seamless 200 x 200 tile :)
You will now have the full background You see on the page
